COLUMBIANA COUNTY, Pa. -- The U.S. Army Corps of Engineers Pittsburgh District is hosting a project dedication ceremony marking the completion of the $1.3 million Buckeye Water District’s Frederick Heights Waterline Project in Columbiana County, Ohio. The project expands the water distribution system to service Frederick Heights neighborhood residents in St. Clair Township.

WHAT: Project dedication ceremony celebrating the completion of the Section 594 Frederick Heights Waterline Project in Columbiana County, Ohio.
WHY: The Buckeye Water District is a municipal water utility company that owns and operates a water distribution system servicing over 1,000 residents within Columbiana County, Ohio. Due to aging and deteriorating well water systems, many Frederick Heights households relied on temporary water tanks and bottled-drinking water. This project extended the existing waterline along Old Fredericktown Road to connect a potable water supply to Frederick Heights households and improve the area’s firefighting capabilities.
The Pittsburgh District, in partnership with the Buckeye Water District, provided design review and quality assurance throughout the project’s development and completion. The project involved installing a 12,000-foot eight-inch waterline and a 2,500-foot two-inch waterline, each with valves, hydrants and water services.
“For years, township residents dealt with serious water supply issues because of aging deep-water wells,” said Scott Swansinger, project manager, Pittsburgh District. “This waterline extension project will finally provide a safe, reliable drinking water supply to over 200 homes in the Frederick Heights neighborhood.”
The $1.3-million project shared the cost at a rate of 75 to 25, respectively, between the federal and non-federal sponsors.
BACKGROUND: Section 594 of the Water Resources Development Act (WRDA) of 1999 (PL 106-53), as amended, authorizes the U.S. Army Corps of Engineers to provide design and/or construction assistance to non-federal interests for carrying out water-related environmental infrastructure and resource protection and development projects within the state of Ohio. The program alleviates problems in small communities regarding wastewater treatment and related facilities, water supply, storage and treatment, surface water protection, combined sewer overflows, mine drainage issues that impact water supply and environmental restoration.
