BUFFALO, NY -- The U.S. Army Corps of Engineers, Buffalo District is performing a five-year review of the selected remedies for the soils and groundwater operable units of the Luckey Formerly Utilized Sites Remedial Action Program (FUSRAP) Site. The Corps of Engineers, as the lead federal agency for FUSRAP, is responsible under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) to review the protectiveness of the selected remedies every five years following the start of remedial action. The CERCLA five-year review process integrates information taken from decision documents and operational data with the experiences of those responsible for and affected by actions at the site.
The Luckey Site is located at 21200 Luckey Road near the Village of Luckey, Ohio, 22 miles southeast of Toledo. The selected remedy outlined in the 2006 soils operable unit record of decision is Excavation and Off-Site Disposal of Soils to levels that allow for unrestricted use with regards to FUSRAP-related contamination. Implementation of the selected remedy for site soils began in 2016. Buildings at the site are being removed to provide access to potentially contaminated soils underneath.
The selected remedy for the groundwater operable unit outlined in the 2008 record of decision is monitored natural attenuation of groundwater and land use controls. The soils removal action will prevent further contamination of groundwater and enable FUSRAP-related contaminants to naturally attenuate. The Corps of Engineers is responsible for groundwater monitoring at the site until it is transferred to the Department of Energy Office of Legacy Management following completion of the selected remedy for site soils, and two years after site closeout. The Department of Energy will be responsible for the five-year reviews and for groundwater monitoring after that.

As of December 2020, the Corps of Engineers has safely removed from the Luckey Site and disposed of 93,777 cubic yards of contaminated soils, and as of mid-July 2021, seven buildings have been deconstructed. Building debris was disposed at US Ecology in Belleville, Michigan. A contract was awarded in August 2021 to complete the remaining soil remediation. The five-year report is currently scheduled for completion in spring 2023.
