The Engineering and Environmental Branch provides environmental investigation and restoration services, surveying, cost engineering, value engineering, specification writing, architect and engineering contract management services to our customers.  The branch's engineers and scientist are support several military customers and provide them critical risk assessment and investigative support.  The team has experience with sites on the CERCLA National Priorities List and sites being investigated under RCRA.  They support military and civil works programs by performing Phase I Environmental Site Assessments and when necessary completing Phase II investigations.  They have supported various state and federal agencies in investigating and resolving environmental issues.

Our cost engineers provide the full range of cost estimating services.  They work closely with plan formulation teams to evaluate the feasibility of alternatives for various flood protection, dam safety, hydroelectric, and ecosystem restoration projects.  They produce independent government estimates for the award of construction and services contract and assists in the negotiations of construction modifications. 

We are heavily involved with the acquisition of construction and professional services contracts.  Our specification writer is the critical link between the design and construction contract acquisition process.  He is responsible for taking the technical specifications and producing a biddable package that the construction contractor and USACE construction quality assurance inspectors can utilize to insure a quality product is delivered to the customer.  Our Architect and Engineer Contract Managers provide acquisition and monitoring of professional services contracts and task orders written against such contracts.  The Federal Acquisition Regulation requires a value engineering evaluation for procurements over $1 million.  The E&E Branch's SAVE Certified Value Engineering Officer has facilitated numerous such evaluations realizing significant savings on many of them.
