Draft Environmental Assessment for City of Kingwood Phase I Sanitary Sewer Project, Preston County, West Virginia

The U.S. Army Corps of Engineers, Pittsburgh District (Corps) has adopted an environmental assessment (EA) in accordance with the National Environmental Policy Act of 1969, as amended. The Draft EA, dated October 2024 evaluates potential environmental impacts associated with sanitary sewer collection system improvements proposed for federal funding under the Section 571 program for the Kingwood Phase I Sanitary Sewer Project in Kingwood, Preston County, West Virginia.  The Water Resources Development Act (WRDA) of 1992 (Public Law 102-580), Section 571 allows the Corps to consider reimbursement for design and/or construction of environmental infrastructure in West Virginia.

The Draft EA, incorporated herein by reference, evaluated upgrades to address a currently inefficient sanitary sewer collection system that is in need of upgrades. The preferred alternative, ultimately the Proposed Action is the proposed upgrade to the sanitary sewer collection system and includes decommissioning grinder pumping stations and replacing with new gravity sewer service, the addition of 46 new customers within Kingwood’s service limits, placement of sewer piping, and installation of a new sewer lift station. 

A 30-day public comment period will occur from  Dec. 2, 2024, through Jan. 1, 2025. The Corps will consider all submissions received before the expiration date of the public comment period. The nature or scope of the proposal may be changed upon consideration of the comments received. If significant effects on the quality of the human environment are identified during public comment which cannot be mitigated, the USACE will initiate an Environmental Impact Statement, and afford all of the appropriate public participation opportunities attendant to an EIS.
