Foxland Harbor Marina Scoping Notice

U.S. Army Corps of Engineers Nashville District
Published Jan. 30, 2024
Expiration date: 3/2/2024

The U.S. Army Corps of Engineers (USACE), Nashville District, in accordance with the National Environmental Policy Act (NEPA) and applicable implementing regulations, is initiating scoping to evaluate the potential impacts of a proposed Foxland Harbor Marina Project, Sumner County, Old Hickory Reservoir, Tennessee. The purpose of the project is to develop and operate a major commercial concession in furtherance of the objective of the Government to provide quality facilities and services at reasonable prices to meet the demonstrated public demand for additional moorage and water-based recreation. The authorization or authority of law for granting this lease is Section 4 of the Act of Congress approved December 22, 1944, as amended (16 U.S.C. § 460d). The proposed project consists of the construction of a dry storage facility, (~200) boat slips of different lengths, fuel dock, restaurant and ship store, boat ramp, canoe and kayak launch, and parking areas for the amenities. Maps are included for project orientation and location.

In accordance with NEPA, USACE will evaluate potential impacts of the proposed action. Project alternatives being considered include approve the proposed development plan for construction of the proposed project, approve the proposed development plan for construction with special conditions to minimize potential impacts, and disapprove the proposed plan, which is considered the no action alternative. NEPA review will also include the proposed reclassification of the Old Hickory Lake Master Plan. The current Master Plan classifies a portion of the project area as “Multiple Resource Management” with a primary subclassification of “Vegetative Management.” Because of the proposed use of this site by a commercial concession, a Master Plan supplement would be required to classify the entire area proposed for use as a “High Density Recreation” area.

We are soliciting public and agency comments concerning environmental and socioeconomic issues that should be addressed in the course of the NEPA process. If you have any information, comments, or questions concerning the proposed action, please submit them no later than 30 days from the date of this letter. We request you email comments to david.a.adams@usace.army.mil or you may submit written comments to the address above, ATTN: CELRN-PMP (David Adams). Your participation is greatly appreciated.
