As the National Program Manager for the Army Reserve Military Construction Program for the entire U.S. Army Corps of Engineers enterprise, the Louisville District hosted the Army Reserve Engineering Program Review meeting, also referred to as EPR, at the Kentucky International Convention Center in Louisville, Kentucky, Feb. 27-28. 

The Army Reserve EPR is an event held every four months to update the U.S. Army Reserve on the USACE Louisville District Military Construction program and receive direction on projects. It serves as a critical touchpoint to allow each organization to work in partnership while ensuring mission requirements are being met. Currently, the Louisville District is working on 58 Army Reserve projects across the nation. 

“The EPR provides a forum for the Louisville District to partner with our Army Reserve senior leaders and stakeholders,” said Cristie Mitchell, Louisville District Planning, Programs and Project Management deputy chief. “It’s an opportunity for us to review program execution, improve our partnership, address challenges and develop initiatives to improve delivery.” 

It’s one of the few times the team can bring together the Army Reserve stakeholders with all the different USACE functional areas needed to deliver a successful project, Mitchell said.

“This cross-functional collaboration allows us to better understand our challenges and opportunities in regard to program delivery,” Mitchell added. 

Approximately 50 participants attended the event including Louisville District Commander Col. L. Reyn Mann; Mr. Stephen “Sully” Sullivan, Senior Executive Service and the Chief Financial Officer and Director for Resources, Installations, and Materiel (DRIM) for the Office of the Chief of Army Reserve; Col. Martin Naranja, Director of the Army Reserve Installation Management Directorate (ARIMD) Office; Quincy Meade, Assets Division Chief for ARIMD; Vaughn Sibernagel, MCAR Program Manager with ARIMD,  along with others representing the Army Reserve and USACE.

“The event received positive feedback from attendees,” Mitchell said. “We look forward to hosting the next EPR.”
