REMEDIAL INVESTIGATION REPORT AND PROPOSED PLAN AVAILABLE PUBLIC MEETING TO BE CONDUCTED FOR THE SUPERIOR STEEL SITE

BUFFALO, NY - The U.S. Army Corps of Engineers (USACE) Buffalo District is pleased to announce the release of the remedial investigation report and the proposed plan for the Superior Steel Site for public comment. The 37-acre industrial property is located at 500 Superior Street, in Scott Township, Allegheny County, Pennsylvania, approximately five miles southwest of downtown Pittsburgh.

USACE is addressing the Superior Steel Site under the Formerly Utilized Sites Remedial Action Program (FUSRAP). Under this program, USACE identifies, investigates and, if necessary, cleans up sites throughout the United States that were used as part of the nation’s early atomic weapons and energy program. USACE follows the phased investigation process required in the Comprehensive Environmental Response, Compensation, and Liability Act, as amended, and the National Oil and Hazardous Substances Pollution Contingency Plan, when implementing FUSRAP.

USACE has concluded that, based on the remedial investigation findings, cleanup is not necessary, and no further action is required at the Superior Steel Site. The baseline human health risk assessment shows that there is no unacceptable risk to receptors from uranium under current or reasonably anticipated future land uses, and the ecological risk assessment shows that there are not likely to be any adverse ecological impacts from uranium. Under a proposed plan of no further action, no remedial action would be performed, and no institutional controls would be implemented.

The public is encouraged to review and provide their comments on the no action proposed plan.

The public comment period begins May 8, 2023 and ends July 7, 2023. A public meeting will be conducted at the Scott Township Municipal Building, Main Meeting Room, 301 Lindsay Rd, Carnegie, Pennsylvania 15106, on Wednesday, May 24, 2023, beginning at 6:30 p.m. A court recorder will be available to record verbal comments during the meeting after the presentation.

Written comments may be provided the evening of the public meeting; emailed to fusrap@usace.army.mil (by July 7, 2023), or mailed to the U.S. Army Corps of Engineers, Buffalo District, Attention: Environmental Project Management Section, 1776 Niagara Street, Buffalo, New York 14207 (postmarked by July 7, 2023). 

The no action remedy outlined in the proposed plan may be modified based on any new information acquired during the designated public comment period. Once the public comment period for the proposed plan closes, a record of decision will be prepared and issued outlining the selected remedy. The record of decision will include a written response to comments received on the proposed plan and is currently scheduled for release in 2025.
