The Mississippi River Commission kicked off the annual Winter Meetings by swearing in LRD Commander Maj. Gen.Robert Whittle in to the MRC. The MRC is comprised of three USACE officers, one member of the National Oceanic and Atmospheric Administration, and three civilians. The commission president also serves as the commanding officer of the Mississippi Valley Division USACE.
