Mr. Phil Johnson serves as the Regional Business Director for the Great Lakes and Ohio River Division (LRD), U.S. Army Corps of Engineers. Mr. Johnson provides executive strategic leadership and technical expertise for the Division of over 4,900 employees and seven districts located in Chicago, IL, Detroit, MI, Buffalo, NY, Pittsburgh, PA, Huntington, WV, Louisville, KY, and Nashville, TN in operating as a Regional Business Center. The Division executes engineering, design, construction and project management for civil works, military programs, environmental programs, and international and interagency support in the region. Mr. Johnson is responsible for managing the Division’s Regional Business Center operations and oversees the Water Management, Engineering and Construction, Business Management and Resource Management Divisions. Prior to serving as the Regional Business Director, Mr. Johnson was assigned as the Chief of the Business Management Division in LRD. Before joining the civilian ranks of the Corps of Engineers in 2007, he served over 20 years as an Army Engineer Officer including serving as the Deputy Commander for the Huntington District and LRD. He held numerous command and staff assignments in the United States and Germany including combat tours in Iraq and in Operations Dessert Shield and Storm. Mr. Johnson is a graduate of the Engineer Officer Basic and Advanced Courses, U.S. Army Command and General Staff College and the School of Advanced Military Studies. He earned a bachelor’s degree in Geography from Morehead State University. He holds a master’s degree in Public Administration from Western Kentucky University and a master’s degree in Military Arts and Science from the U.S Army Command and General Staff College. His awards include the Legion of Merit, Bronze Star, and the bronze order of the De Fleury Medal.
