Apply

For projects located in the Pittsburgh District’s jurisdiction in Pennsylvania, you must use the USACE/PADEP Joint Permit Application process. The Regulatory Request System (RRS) is not used in this area.

1. Review Instructions

Before completing the form, read the official guidance provided by the Pennsylvania Department of Environmental Protection (PADEP):

2. Complete the Joint Application

3. Submit Through the State

Completed joint applications must be submitted to the appropriate PADEP regional office. The state will review and forward the application to the U.S. Army Corps of Engineers if a federal permit review is required.

If federal review is not required, PADEP may issue the necessary authorization on its own. Early coordination is encouraged to avoid delays.

Important Notices

Performing work in waters of the United States without the required permits may result in enforcement actions under the Clean Water Act or the Rivers and Harbors Act. To avoid delays, fines, or project interruptions, applicants are strongly encouraged to coordinate early with their local USACE Regulatory office.

View Regulatory Public Notices on the RRS Portal
The RRS (Regulatory Request System) is the centralized source for all USACE-issued public notices nationwide.

Coordination Requirements

Permit applications may require additional coordination with state or federal agencies depending on project characteristics and environmental sensitivities.

Water Quality Certification (Section 401)

You may need to obtain certification from the Pennsylvania Department of Environmental Protection (PA DEP) for work involving discharges into regulated waters.

Endangered Species Act (ESA)

ESA coordination may be required if the project area overlaps federally listed species or their habitats. The U.S. Fish and Wildlife Service manages these reviews.

Historic Properties (NHPA Section 106)

Projects affecting historic or archaeological sites must coordinate with the Pennsylvania Historic Preservation Office (PHPO) and Tribal Historic Preservation Offices (THPOs) if relevant.

Section 408 Review

If the project impacts Corps civil works structures like flood protection or navigation systems, separate Section 408 authorization may be required. For guidance, see our Section 408 Program.

Compensatory Mitigation

Unavoidable impacts to aquatic resources may necessitate compensatory mitigation. For planning resources, visit the About Mitigation page.
