Permit Types
The Pittsburgh District issues Department of the Army permits based on the impact, location, and complexity of proposed activities.
Nationwide Permits (NWPs)

Apply
For projects located in the Pittsburgh District’s jurisdiction in Pennsylvania, you must use the USACE/PADEP Joint Permit Application process. The Regulatory Request System (RRS) is not used in this area.

Before completing the form, read the official guidance provided by the Pennsylvania Department of Environmental Protection (PADEP):

3. Submit Through the State
Completed joint applications must be submitted to the appropriate PADEP regional office. The state will review and forward the application to the U.S. Army Corps of Engineers if a federal permit review is required.
If federal review is not required, PADEP may issue the necessary authorization on its own. Early coordination is encouraged to avoid delays.
Coordination Requirements
Permit applications may require additional coordination with state or federal agencies depending on project characteristics and environmental sensitivities.
Water Quality Certification (Section 401)
You may need to obtain certification from the Pennsylvania Department of Environmental Protection (PA DEP) for work involving discharges into regulated waters.
Endangered Species Act (ESA)
ESA coordination may be required if the project area overlaps federally listed species or their habitats. The U.S. Fish and Wildlife Service manages these reviews.
Historic Properties (NHPA Section 106)
Projects affecting historic or archaeological sites must coordinate with the Pennsylvania Historic Preservation Office (PHPO) and Tribal Historic Preservation Offices (THPOs) if relevant.
Section 408 Review
