Harlan Flood Control Project dedicated 20 years ago
Congressman Hal Rogers, Kentucky 5th District, gives the keynote address during the dedication ceremony for the Harlan Flood Control Project Oct. 25, 1999 in Loyall, Ky. The decade-long project managed by the U.S. Army Corps of Engineers Nashville District provided a maximum level of flood protection to the towns of Harlan, Baxter, Loyall and Rio Vista in Harlan County, Kentucky.
