Environmental Assessment and Preliminary Statement of Findings/Finding of No Significant Impact

The U.S. Army Corps of Engineers (USACE), Detroit District, is providing an Environmental Assessment (EA) for public review and comment (the EA link is at the end of this page). The EA addresses the environmental effects of constructing an offloading platform at the West dredged material Confined Disposal Facility (CDF) on Dickinson Island in the St. Clair River Delta, St. Clair County, Michigan. The proposed action includes installation of steel sheet piling (SSP) with discharge of fill within the SSP to create the offloading platform. The EA includes a preliminary Finding of No Significant Impact (FONSI) reflecting the conclusions of the EA that the project does not have a significant effect on the quality of the human environment; therefore, we anticipate that an Environmental Impact Statement (EIS) would not be required.

The preliminary FONSI includes a preliminary Statement of Findings (SOF) for an evaluation of the effects of placing fill materials in the waters of the United States, pursuant to Section 404(b)(1) of the Clean Water Act (CWA). A CWA 404(b)(1) evaluation is attached to the EA.  Any person who has an interest that may be affected by the in-water fill placement associated with the offloading platform may request a public hearing. To be considered, the request must be submitted within the 30-day comment period of this notice and must clearly state the interest that may be affected and the manner in which such interest may be affected by the proposed action.  

Any person or person(s) who has any comments related to historic properties (properties eligible for or listed on the National Register of Historic Places) may submit comments, within the 30-day comment period of this notice, clearly stating the historic property and the potential effect of the undertaking.

All comments are welcome and should be made within the review period listed below. If no comments are received by the end of the review period, it will be assumed that you have no comment. Upon completion of public review and an evaluation of the comments received, the USACE Detroit District Engineer will make a final decision regarding the need for an EIS for the proposed action.
