Harlan Flood Control Project dedicated 20 years ago
Construction crews work on the divide cut to divert the Cumberland River in Loyall, Ky., Feb. 20, 1998. The U.S. Army Corps of Engineers Nashville District construction was part of phase three of the Harlan Flood Control Project. Officials dedicated the overall completion of the project Oct. 25, 1999.
