Mr. Joshua J. Feldmann

Josh Feldmann serves as the Deputy for Programs and Project Management and Senior Civilian for the Buffalo District since March 2025.  In this position, Mr. Feldmann is responsible for the District business management and program delivery, assuring that assigned local, regional, and national programs are executed within budget and schedule.  As Chief of the Planning, Programs and Project Management Division, David provides leadership in establishing and maintaining processes to manage the scope, quality, budget and schedules of all district projects.  He manages and directs all programmatic activities, including program and budget development, preparation for Congressional testimony, oversight of program execution and reprogramming actions.  Further, he is responsible for all civil works planning functions for the District, including plan formulation, economics and environmental resources.

Mr. Feldmann’s previous assignments include serving as a Project Manager and Civil Engineer for Operations and Maintenance Projects.   He also deployed with the Corps of Engineers in Iraq, assisting the U.S. Agency for International Development as a project engineer. He has also deployed to Iraq as a U.S. Army reservist, serving as a Civil Affairs team leader in Babil and Anbar provinces. In 2009, he was appointed Chief of Planning Management for the District.  In 2010, he was promoted to the Chief of Operations, responsible for the development and completion of all plans while serving as the District subject matter expert on civil works planning procedures and policies.  From 2010 to 2023, Josh was Chief of Operations for Buffalo District, where he was responsible for the operation and maintenance of navigation, flood risk management, environmental stewardship, and recreation projects on the lower Great Lakes.  His responsibility encompassed 33 miles of navigation channels at 35 deep and shallow draft harbors, contract and hired labor repair of 100 miles of breakwaters and piers as well as the operation and maintenance of the Black Rock navigation lock, Mount Morris flood risk management dam, and Mount Morris Visitor Information Center.  Josh has also been detailed as Chief, Technical Services Division in Buffalo and most recently as Chief, Operations Division in the Pittsburgh District.

Josh has a Bachelor of Science in Civil Engineering from Syracuse University and a Master of Engineering degree from North Carolina State University. He is also a registered professional engineer in New York State and a certified Project Management Professional.  He is also currently serving in the U.S. Army Reserve.
