Project Partnership Agreements (PPAs) are formal agreements between the U.S. Army Corps of Engineers (USACE) and non-Federal sponsors (typically local governments, water authorities, or municipalities) for water resources projects. These agreements establish the terms, responsibilities, and cost-sharing arrangements for planning, design, construction, operation, and maintenance of water infrastructure projects.

PROGRAM AUTHORITIES

The PPAs below are authorized under various sections of Water Resources Development Acts (WRDA):

  • Section 219: Environmental infrastructure projects in economically disadvantaged communities
  • Section 313: Environmental infrastructure assistance for municipalities
  • Section 571: Environmental infrastructure projects in West Virginia
  • Section 594: Water-related environmental infrastructure for Ohio communities
