Base Realignment and Closure (BRAC)

Base Realignment and Closure (BRAC) is the process DoD has previously used to reorganize its installation infrastructure to more efficiently and effectively support its forces, increase operational readiness and facilitate new ways of doing business. DoD anticipates that BRAC 2005 will build upon environmental restoration services at installations affected by the BRAC program. Working closely with the commands and installations in this complex program, the Corps responds to frequently changing requirements while maintaining the demanding schedule for cleanup and property transfer. The Corps has had real estate responsibilities for conveyance of closing Army and Air Force installations under BRAC.

The U. S. Army Corps of Engineers (USACE) has updated the Munitions Response Site (MRS) Prioritization Protocol (MRSPP) at the former Savanna Army Depot (SVDA) Site SVAD-008-R-01 Mustard Burn Area B.  SVAD-008-R-01 is a 2-acre Mustard Burn Area 75-mm Munitions MRS, located in Jo Daviess County, approximately 7 miles north of Savanna, Illinois.

LRA Parcel 20 Environmental Impact Statement

Disposal and Reuse of LRA Parcel 20 Savanna Army Depot Activity, Carroll and Jo Daviess Counties, Illinois

The U.S. Army is preparing an Environmental Impact Statement (EIS for Disposal and Reuse of LRA Parcel 20 at Savanna Army Depot Activity, Carroll and Jo Daviess Counties, Illinois, EISX-007-21-000-1729699335) to evaluate the environmental and socioeconomic effects of the disposal and reuse of a 132-acre parcel of land at the southeastern end of the Savanna Army Depot Activity (SVADA), Savanna, Illinois. Under the proposed action, the Army would dispose of the parcel, known as Local Redevelopment Authority (LRA) Parcel 20, and transfer the parcel for reuse. The Army prepared this EIS pursuant to the National Environmental Policy Act of 1969.

The proposed disposal and reuse of LRA Parcel 20 is the latest in a series of events related to the closure of SVADA. The 1995 Defense Base Closure and Realignment Commission (1995 Commission) made recommendations for realignment and closure actions for military installations in conformance with provisions of the Defense Base Closure and Realignment Act of 1990 (Public Law [P.L.] 101-510, as amended). On July 13, 1995, the President approved the 1995 Commission’s recommendations, which, following Congressional review, became law on September 28, 1995. Among the actions recommended by the 1995 Commission was closure of SVADA. SVADA ceased operations and officially closed on May 20, 2000. Following closure, the U.S. Army proposed to dispose of SVADA’s 13,061 acres because the property was excess to the Army’s needs.

In addition to the EIS, the Army will complete environmental and cultural resource documents in compliance with federal laws and regulations in preparation for disposal and transfer of its real property interests at SVADA.

Public Scoping Meeting information for the SVADA LRA Parcel 20 EIS:

The Army invites the public to attend the public scoping meeting. The open-house style meeting will provide an opportunity for attendees to learn more about the proposed action and the scope of the EIS.  Army project team members will be available to answer questions and exhibits will be on view throughout the meeting.

Attendees at the public meeting will have an opportunity to provide oral comments to a court report during the January 16, 2025, public scoping meeting. Written comments also will be accepted at the public scoping meeting, and at any time during the EIS process; however, to ensure the Army has sufficient time to consider public input during preparation of the Draft EIS, please submit comments by the end of the scoping period on February 15, 2025.
