The most recent appropriations for the Department of War expired at 11:59 p.m. EST on September 30, 2025. Military personnel will continue in a normal duty status without pay until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in exempted or excepted activities will be placed in a non-work, non-pay status.

The Great Lakes & Ohio River Division (LRD) works with communities, Tribes, and partners to solve water-resources challenges. Our planners help identify problems, explore solutions, and deliver projects that improve safety, the environment, and the economy.

What We Do

USACE planning is a collaborative process that balances economic, environmental, and social benefits. We partner with you to:

  • Reduce flood and coastal storm risks
  • Maintain safe, efficient navigation
  • Restore aquatic ecosystems
  • Support municipal and industrial water supply
  • Enhance recreation and public access
  • Integrate multiple purposes into comprehensive watershed solutions

How It Works

  1. Contact Your District — Reach out to the USACE District that covers your location.
  2. Define the Need — We work with you to understand challenges, opportunities, and desired outcomes.
  3. Explore Solutions — Planners evaluate alternatives, costs, benefits, and risks.
  4. Develop a Plan — Together, we identify the best solution that meets your needs and federal requirements.

Most projects begin with a feasibility study that is cost-shared between USACE and a non-federal sponsor.
