The scenario simulated back-to-back hurricanes, causing historic-level flooding. For the first time, the exercise included multiagency partners to improve communication and coordination. Officials discussed emergency responses, resource sharing, and recovery efforts. The training highlighted the need for strong partnerships, as agencies must collaborate quickly during a crisis.
