The Robert C. Byrd Dam Replacement Project (RC Byrd Project) was authorized under Section 301(a) of the Water Resources Development Act (WRDA) of 1986 with funds appropriated by the Supplemental Appropriations Act, 1985. The project resulted in two additional lock chambers to the original dam structure, and efforts to mitigate the environmental impacts. The plan for environmental mitigation included acquisition of the LeSage/Greenbottom Swamp.  Specifically the Record of Decision (ROD), dated 1985, for the RC Byrd Project states that mitigation features associated with the projects included the acquisition and management of 820 acres in LeSage/Greenbottom for development of fish and wildlife habitat.

The Albert Gallatin Jenkins home was included in this purchase.  This nineteenth century house was part of a plantation established by the William Jenkins family in 1825. The house was built around 1835. The house is named after Albert Gallatin Jenkins, for the son who inherited it, following his father’s death in 1859. Albert Jenkins, among other things served as a general in the Confederate Army during the American Civil War and died from wounds received in battle.  The house is currently listed on the National Register of Historic Places.
