The U.S. Army Corps of Engineers posts all contract opportunities over $25,000 for commodities, services, and construction on the System for Award Management (SAM.gov). SAM.gov is the official website where the federal government posts public contract opportunities.

Electronic Funds Transfer (EFT) and SAM Requirements

All contractors and vendors doing business with the Department of Defense (DoD) must register in the System for Award Management (SAM.gov). You can register and complete required certifications at https://sam.gov. SAM registration and use are always free. Please ensure your SAM registration is current and check the site regularly for updates.

Micro-purchases

To make small purchases easier, the Great Lakes and Ohio River Division uses the Government Purchase Card for micro-purchases.

The micro-purchase thresholds are:

  • $15,000 for most purchases
  • $2,000 for construction
  • $2,500 for services

The card is a MasterCard credit card issued by U.S. Bank. It is marked “For Official Government Use Only” and “U.S. Government Tax Exempt.”

Note: Micro-purchase thresholds are set by the Federal Acquisition Regulation (FAR) 2.101.

Cybersecurity Maturity Model Certification Program

The Cybersecurity Maturity Model Certification (CMMC) Phase I implementation of self-assessments begins November 10, 2025. Reference https://dodcio.defense.gov/CMMC/About/ for program requirements.

The Department of Defense requires all contracting to be paperless. Vendors are encouraged to accept the Government Purchase Card and register in SAM.gov to maximize business opportunities.

Specification Development
Unified Facilities Criteria (UFC)

The Unified Facilities Criteria (UFC) system, prescribed by Military Standard (MIL-STD) 3007, provides planning, design, construction, sustainment, restoration, and modernization criteria. UFC applies to the Military Departments, Defense Agencies, and Department of Defense (DoD) Field Activities, as directed by the Under Secretary of Defense for Acquisition, Technology, and Logistics (USD (AT&L)) Memorandum dated May 29, 2002. UFC must be used for all DoD projects and for other customers when appropriate.

Unified Facilities Guide Specifications (UFGS) Master

The Unified Facilities Guide Specifications (UFGS) Master complies with UFC 1-300-02. UFGS are developed jointly by the U.S. Army Corps of Engineers (USACE), Naval Facilities Engineering Systems Command (NAVFAC), and Air Force Civil Engineer Center (HQ AFCEC). UFGS are used to specify construction for military services. They are published only in electronic format and updated quarterly in February, May, August, and November. You can download the latest UFGS Master from the Whole Building Design Guide (WBDG).

Division 01 specifications, which cover administrative requirements for projects, will be provided by the USACE Technical Lead at the start of each project.

SpecsIntact Software

UFGS are intended to be used with SpecsIntact software. SpecsIntact is an automated system for preparing standardized facility construction specifications, used worldwide by USACE. Architectural and engineering firms specifying construction for USACE projects are required to use SpecsIntact throughout the project lifecycle. You can download the latest version of SpecsIntact from the WBDG. SpecsIntact offers automated functions and built-in quality assurance reports to help users adapt standardized specifications and ensure quality control from start to finish.

PROJect extraNET (ProjNet)

ProjNet is a web service that allows the secure exchange for design and construction information. The U.S. Army Corps of Engineers utilizes ProjNet to manage the design review and acquisition process for various projects.
