Leads 133 employees and $80M+ annual budget to deliver operation and maintenance (O&M) support and regulatory oversight for the District, a Civil Works organization responsible for water resource management over 31,400 square miles of Indiana, Illinois, and Wisconsin. Directs O&M of 3 navigation locks and the nationally unique Electric Fish Dispersal Barrier in Illinois; 4 flood control dams, 2 levees, and 3 reservoirs in Indiana; 9 flood control dams in Wisconsin; and 21 federal harbors along western Lake Michigan. Oversees regulatory permitting and enforcement processes to improve and enhance the physical, biological, and chemical integrity of national water resources in northeast Illinois and northwest Indiana while ensuring regulated activities are in the public interest, including environmental, social, and economic concerns.
November 2017 – June 2020, Manager, Emergency Management Agency, Lake County Government, Waukegan IL. Led Lake County’s integrated Emergency Management Program, including the Continuity of Operations, Continuity of Government, Emergency Response, and Homeland Security Programs, to prepare, protect and recover from all hazards that may impact the 703,520 residents through effective partnerships with the County’s 39 business lines, 18 townships, and 52 municipalities.
July 2014 – January 2017, Director, Logistics, Engineering & Force Protection, Headquarters, 5th Air Force, Yokota Air Base, Tokyo, Japan. Directed host nation construction, environmental, and real estate programs, security operations and antiterrorism planning, and logistics planning for 3 military bases and 53,000 people. Ombudsman for U.S. support group commanders in Japan. Fostered relationships and interoperability with Japanese military to support operations in the Pacific.
February 2012 – July 2014, Commander, 5th Mission Support Group, Minot Air Force Base, Minot ND. Led 1,900 employees to provide public works, contracting, communications, logistics, human resources, law enforcement, and recreation services to 12,000+ employees and residents, 36 aircraft, 13,197-ft runway, 339 facilities, 1,720 houses, 17 dormitories, and 165 missile support facilities across an 8,500-sq mi complex with real property value of $3B+. Executed $35.6M in contracts, $34M annual budget, and 18,000 human resources actions.
June 2011 – February 2012, Chief, Expeditionary Combat Support Division, HQ Air Combat Command, Joint Base Langley-Eustis, Hampton VA. Developed and executed policy to organize, train, and equip combat support forces for 24 U.S. and overseas military bases. Ombudsman for 20 city managers (support group commanders). Directed cross-functional team from 13 directorates tackling issues for those commanders.
