COUNTY-STATE:  Williamson County, Illinois. | APPLICANT:  WFI Holdings-B, LLC | PROJECT PURPOSE: To develop a mitigation banking instrument that would operate within the State of Illinois, providing stream and wetland mitigation credits.

DESCRIPTION OF WORK: The sponsor is proposing to establish a stream and wetland mitigation bank, Seminary Springs Mitigation Bank, on a 60 acre site located within unnamed tributary streams and adjacent floodplain areas.  The sponsor proposes to restore and enhance 48.8 acres of palustrine forested (PFO) wetlands, enhance 11.2 acres of forested buffer, and restore 4,419 linear feet of streams.  The wetland restoration portion of the project would focus on taking the acreage out of agricultural production and reforesting with native hard mast tree species.  Soils on the wetland restoration areas are predominately Bonnie and Belknap.  The soils show characteristics that would be conducive to wetland restoration once agricultural operations are terminated and native vegetation is re-established. Included in the wetland restoration portion of the project is 1.15 acres of palustrine emergant wetlands located in the agricultural field that would be enhanced to PFO wetlands.  The sponsor states that hydrology will be primarly provided for by flood pulses from the South Fork Saline River.
