The Omaha District Regulatory Program maintains regulatory authority across the entire state of Wyoming, administering:

• Section 10 – Rivers & Harbors Act (work in navigable waters)
• Section 404 – Clean Water Act (discharge of dredged or fill material into Waters of the U.S.)

This includes streams, rivers, lakes, wetlands, and associated waters. Pre-construction notification and permitting are required for regulated activities.

• Use the Regulatory Request System (RRS) for online submissions (permits, PCNs, JDs).
• Alternatively, follow manual forms and procedures outlined on the Wyoming Regulatory website (RRS link below).
• Nationwide Permits: valid under current regional conditions (e.g., 2021 WY conditions).
• Regional General Permit RGP‑8202‑08‑RWY: authorizes small-scale aquatic habitat enhancement/restoration in WY, valid through December 31, 2029.
• Emergency processing under EO 14156 is available for declared National Energy Emergencies.

Wyoming uses the Wyoming Stream Quantification Tool (WSQT v2) and Wyoming Stream Impact Tool (WSIT) for compensatory mitigation, supported by manuals and workbooks.

Preliminary and Approved JDs are available via the Wyoming Regulatory web portal; Approved JDs may include site visits.
