The Great Lakes and Ohio River Division (LRD) is comprised of seven execution contracting offices which include Buffalo, Chicago, Detroit, Huntington, Louisville, Nashville, and Pittsburgh Districts. The overall contracting mission is the responsibility of the Regional Chief of Contracting (RCC) team, located at the LRD HQ’s in Cincinnati, who also serves as business advisors to the Division Commander and staff. LRD contracting supports a Civil Works mission, Military mission, and an Interagency and International Services (IIS) mission. The RCC team, in conjunction with the districts, support delivering the program on time and within budget.


What's New in LRD?

All seven districts within LRD are using the Bidder Inquiry function of ProjNet to manage and respond to questions on active solicitations. This streamlines the way questions are submitted from industry and allows industry to view all questions/answers on a solicitation.

LRD has several regional contracting actions in the works. These regional contracting tools will allow us to better support the workload, particularly the projects funded by the Infrastructure Investment & Jobs Act. The intent of these contracts is to supplement, not replace, IDIQ’s that the districts already procure. Why is this important for you to know? We don’t want you to miss out on an opportunity by only looking for solicitations in SAM posted by one district…be sure to keep an eye on ALL of our districts.


The goal of LRD is to equip industry with up-to-date and accurate contracting forecasts to maintain transparency in our program. Our hope is the forecast allows industry to make business decisions earlier in the acquisition process, setting up both industry and LRD for success. Starting in FY22, the forecast for all seven districts within LRD will be updated quarterly. This forecast is for informational purposes only and is subject to change.

Solicitations are posted to, the Federal Government’s centralized site for contracting opportunities. All firms wishing to do business with LRD must be registered in SAM. Registering in SAM is FREE of charge.
