The U.S. Army Corps of Engineers Louisville District has completed a draft Letter Report for a project which includes the Flood Protection of the Licking River Levee system in Covington KY.
The original Covington Levee System construction was authorized under the general authorization for the Ohio River Basin in the Flood Control Act approved June 28, 1938 (P.L. 75-761), as set forth in Flood Control Committee Document No. 1, 75th Congress, 1st Session. The purpose of the Letter Report is to investigate the design deficiency of the Covington Levee System – Section C and recommend an effective, cost-efficient plan to return the levee system back to its originally authorized level of risk reduction in an environmentally sound and cost-effective manner. The district satisfied analysis of implementing the recommended plan under the National Environmental Policy Act, of 1969, as amended, by applying the Categorical Exclusion outlined in 33 CFR § 230.9(b) and the DoD NEPA Implementing Procedures.
