Public notice announcing availability of Draft Environmental Assessment (EA) and Draft Finding of No Significant Impact (FONSI) for Section 594 Village of Malvern Phase 2 Waterline Replacement Project, Carroll County, Ohio.
PUBLIC COMMENT: 30-day public review period: January 6 - February 5, 2026. Open attached Draft EA and FONSI for more information on submitting comments.
PROJECT: Replace approximately 30,000 linear feet of aging water distribution infrastructure (lines, valves, hydrants) serving 1,555 residents. System contains lines installed as far back as 1908 causing water quality issues.
AUTHORITY: Section 594, Water Resources Development Act of 1999 (Public Law 106-109), as amended. Partnership between Village of Malvern and USACE Huntington District. 75% Federal, 25% Non-Federal cost share.
