TO ALL CONCERN: The U.S. Army Corps of Engineers, Nashville District (Corps), is issuing this Public Notice to inform the public of a proposed maintenance and restoration project associated with Mill Springs Mill, near Monticello, Wayne County, Kentucky.

BACKGROUND: The Mill Springs Mill is found in south-central Kentucky, within Wayne County, a county bordering Tennessee. The mill, spring pools, granary, and recreation area are owned by the US Army Corps of Engineers (USACE). The site has run as a grist mill ever since its construction in the 1800s but has also been given other purposes, such as a roadside park starting in 1949 until the late 1970s and then a USACE recreation area. The mill is listed on the NRHP, while the grounds are part of the Mill Springs Battlefield which is on the NRHP and a National Historic Landmark.

PURPOSE OF RESTORATION: The proposed maintenance and restoration plan is intended to address the specific maintenance and restoration needs of the mill, including, but not limited to: structural repairs; stone foundation repair; repair or replacement of floorboards, stairs, rails, siding, soffits, plume, wheel, gears, shafts, and spring basin walls; address drainage issues and erosion; repair sidewalks and machinery.

LOCATION OF PROJECT: Mill Springs Mill is located along the southern Shoreline of Lake Cumberland near Monticello, Wayne County, Kentucky (36.93405710256533, -84.77874314248976).

COMMENT PERIOD: This notice serves to initiate the public involvement requirements of Section 106 of the National Historic Preservation Act of 1966, as amended.  Section 106, implemented by regulations at 36 CFR 800, requires the Corps to consider the effects of its undertakings on historic properties.  The Corps is soliciting comments from the public; federal, state, and local agencies; Native American Tribes; and other interested parties about the historic mill.

SUBMITTING COMMENTS: Comments may be submitted by email or mail and must be received within 30 days from the day of this notice.

ADDITIONAL INFORMATION: This notice does not imply Corps approval of any work completed or planned. Issuance of this notice is for informational and coordination purposes and to seek public input on the proposed restoration plan.


The most recent appropriations for the Department of War expired at 11:59 p.m. EST on September 30, 2025. Military personnel will continue in a normal duty status without pay until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in exempted or excepted activities will be placed in a non-work, non-pay status.
