USACE Chicago District postpones Morgan Shoal NEPA public review meeting due to lapse in federal appropriations

U.S. Army Corps of Engineers, Chicago District is postponing the planned National Environmental Policy Act (NEPA) public meeting for the shoreline project, Morgan Shoal Revetment Reconstruction (45th – 51st Street), due to the current lapse in federal funding and resulting government shutdown. The meeting, which had been scheduled for Thursday October 9th, at 5:30pm – 7:30pm at Kennicott Park Fieldhouse, 4434 S Lake Park Ave, Chicago, IL 60653, will be rescheduled. The Chicago District remains committed to holding a public meeting and engaging with the community as soon as normal operations resume.


During the funding lapse, the Chicago District is scaling back non-essential activities, including public meetings and outreach events. Operations supported by previously appropriated funds will continue where authorized, and critical functions such as navigation infrastructure operations and emergency response readiness remain in place.


The NEPA public review period is currently open and will be extended to accommodate postponement of the public meeting. While the October 9th meeting is postponed, members of the public still have the opportunity to provide written comments. Emailed comments should be sent to: morganshoalNEPA@usace.army.mil

The most recent appropriations for the Department of War expired at 11:59 p.m. EST on September 30, 2025. Military personnel will continue in a normal duty status without pay until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in exempted or excepted activities will be placed in a non-work, non-pay status.
