The U.S. Army Corps of Engineers (USACE) Pittsburgh District is evaluating a proposed alteration to the Stonewall Jackson Reservoir by Hope Gas, Inc. (Hope Gas). Hope Gas has submitted a request under Section 14 of the Rivers and Harbors Act of 1899 (33 U.S.C. Section 408) to the Pittsburgh District to alter the Stonewall Jackson Reservoir (approximate coordinates 38.956445° N, 80.511489° W) for the replacement of approximately 3,700 linear feet of two-inch bare steel natural gas pipeline with new four-inch high-density polyethylene (HDPE) natural gas plastic pipeline to ensure the safety and reliability of pipeline operations in the Lewis County, WV area. A trench will be excavated to complete the pipeline replacement.
The Pittsburgh District is currently performing a Section 408 review of the proposed alteration that includes engineering, environmental (per the National Environmental Policy Act, 42 USC 4321 et seq.), and real estate considerations. Permission to alter the Stonewall Jackson Reservoir will only be granted if review determines that the alteration will not be injurious to the public interest or impair the usefulness of the reservoir.
The Pittsburgh District invites the public to provide comments associated with this Section 408 evaluation. The Pittsburgh District will consider all submissions received before the expiration date of the public notice period. The nature or scope of the proposal may be changed upon consideration of the comments received.
